To clarify the exact position, you can only claim a capital loss when the liquidator says that that their is no likelihood of a return to shareholders, and as stated above this can take a long time. In FGE's case it probably wont be 2 years though.
The desisted site is where you can crystallize you loss, the reason why you can do this is that short sellers need to crystallize things too and are willing to pay holders a nominal sum so they can close out their position,
