van eck increase holding

Just scanning through the last three "Change in Substantial Holding Announcements" and noticed the following.

Van Eck Associates Corporation have been increasing their shareholding in SLR (from 6.46% to @ 10.18% over the last 3 months).

Jan 2014 - Increased holding from 24.4M to 33.5M
Of this Volume, Majority of shares were "In Kind"
on 20 Dec '13 Approx 1.3M shares were purchased @0.435c

Feb 2014 - Increased holding from 33.5M to 37.9M
Of this Volume, shares were acquired "In Kind"

March 2014 - Increased from 37.9M to 51.2M
Of this Volume, Majority of shares were "In Kind"
On 21 March '14 Approx 4.62M shares were purchased @ 47.5c

So Van Eck is loading up...why?
