I can only presume that EGO/ERM are holding out for full payment from Wharf of their share of the costs and Wharf are holding out because they feel that they shouldn't have to contribute to the massive cost overruns when they had offered a much cheaper alternative to our gold plated plant but were overruled by a (umm avoid defamation suit here) ahh recalcitrant operator.
