    "Who moved the goalposts? Did NRC, Strata or possibly our legal counsel give optimistic verbals on the new process that were subsequently changed? Are we sure Fukushima didn't make the processes more stringent?"

    Upmarket - I continue to be constantly amazed at how many know so little about the details of the permitting process for ISR in Wyoming.

    There has been NO shifting of any goalposts. There was no 'subsequent changing' of the goalposts. Fukushima had NO impact on the process.

    In fact, the process has been remarkably close to what was envisaged from early 2011 - testament, I believe, to the quality of Strata's permit team and NRC staff (and their consultants).

    The timeline was established according to the NRC's new streamlined process (shorter RAI period and concurrent NRC and BLM environmental assessments). The initial date for the FSEIS was an ambitious September 2013 in accordance with the new process (i.e. around 12 quarters, down from average of 15 quarters previously)) but this has been extended twice (firstly, due to longer than expected RAI response period and, secondly, due to issues with the S106 process) to Feb 28 2014.

    The anticipated timetable was flagged from early 2011. It was then discussed at length at the September 28 Lessons Learned Workshop - to discuss lessons learned from the first 3 permit processes in Wyoming and how those lessons could be applied to Strata's and other in-hand assessments.

    Strata was well represented at that Workshop (with Mike Griffin and Tony Simpson in attendance, along with permitting consultant, Ben Schiffer, and Legal consultant, Chris Pugsley.

    They were all there to see that the MINIMUM time for assessment for SML was 12 Quarters under the new streamlined system and that, therefore, anything better than the end of 2013 was an impossibility.

    Anything you heard otherwise was merely spin - and as much as I tried to point that out, all my efforts fell (with the exception of just a few) on deaf ears, including yours.
