Russia rescinded on the $15bln after Viktor Yanukovich was toppled by the coup.
The other point is Putin doesn't want the West Ukraine.
He only wants the East. Let the West Ukraine self destruct at the hands of the IMF debt ridden slavery and the meddling US. I think Putin is patient enough to wait whilst the West decays.
