Merle, all parties have agreed in principle to the PA via a series of webinars and related events, it's just a matter of rounding the parties up to sign on the dotted line by the look of it.
As for timeframe - as it appeared to be already underway, it could be anything from today to whenever, but i'd suggest it would be sooner than whenever.
