I am not sure where you got that 256K figure from. I can only assume it was NTC's assumption of a 50% take-up on the 512,000 base. The revised outlook published in DEC-2013 listed 554,000 premises in the fixed wireless footprint.

The NBN contract has potential total revenue of $200M (estimated) for NTC. I think this project is significant and worth watching very carefully.

I think you are right. I think Mr Turnball is delivering the bad news now to inform the public of the increased expense required to complete the fixed wireless roll-out. If fixed-line was an option they would have said so and switched these premises from the fixed wireless footprint to the fixed line footprint.

In the strategic review released in DEC-2013 it is worth noting that one of the recommendations was to shift approx. 50,000 premises from fixed wireless to fixed line and 10,000 premises from satellite to fixed wireless. This option is still being discussed as noted in the following article http://www.theaustralian.com.au/business/in-depth/nbn-co-ponders-rural-reversal/story-e6frgaif-1226879322689#

I suppose we will just have to wait for their final verdict on the fixed wireless component.
