I might be wrong but I would assume most mum and dad investors who don't take an active part in the market would not have found Octanex or be investors in such a company.
Furthermore I am not sure they would therefore be scanning the website that often either if they were an inactive trader.
Don't think mailing shareholders is necessary personally.
