Romans is a letter written by Paul to the church in Rome,

IT IS NOT SCRIPTURE.

think about it, if Paul had intended his letter to the Church in Rome to be scripture and read in church every week, why didn't he include a copy of it to the church in Corinth, or the church in Ephesus, or the church in Phillippi?

answer, because he never intended it to be scripture.

The first five books of the bible, the torah, is scripture, the letters from paul are just that, letters.
