Why on earth would he do that? His promise was to SCRAP it in any or all forms.
The ETS is even more dangerous than a tax. You can repeal a tax and everyone claps, but if you want to scrap an ETS someone has invested their hard-earned in carbon credits and if you scrap them they stand to lose.
