You don't seem to understand - no investor will put money into this unless there is a user for it. The Chinese are the only ones who have the capacity to use it and they are in no hurry otherwise they would have already built it. No one finances massive infrastructure unless they are guaranteed a return.
This is where Colin Barnett must apply pressure to the Chinese over the use of resources. They are owned by the State and should be used by the tenure holder when possibly.
