Now that the regulatory authority has PDY in its spotlight, any announcement, including the reason given for the extension of Suspension would have to be an accurate account of the status of play. If it wasn't, the ASX would not approve the release. If they say it's regarding the Shareholders Agreement, I think you can definately bet its regarding the Shareholders Agreement. My opinion only, but it seems logical.
