I think this is all about getting the victim to part with some hard earns. Ill try to get a link from the "great seal Sausage meat scam " Reported a few years ago on GGG on this site. In that one they got the Greenland Government to put in $20M towards a so called Chinese funded project backed by private equity .They claimed the Chinese wanted seal sausage meat (big at my local Chinese restaurant).They wanted contracts for seal meat from Greenland and got $20m in support funding. The Greenland PM Lars VISTED china for the opening ,drove to a factory tah da he went inside, ,empty ,an that was the scam.

The hairdresser doesn't need to be after millions just need's a setting, a gullible Vic, they might have been playing the stock ,they may be waiting to short ...Maybe they cashed in on the legal fees ....one things for sure Stokes would not be in on the scam, but I see little good in the future for him or PDY.
