think part of the problem is that only now is it coming to light just how prevalent the practice is, and how big the payments are.
even now I reckon we are only seeing the tip of the iceberg, viz. only seeing the massive payments.
I know of one financial institution where the issuance of options as part of the yearly bonus system is commonplace - even for relatively low level employees.
