George specifically mentioned the term "conditions precedent" which in law are matters relating to a contract that need to be completed before the next thing can happen. One of these will be the Congo Convention which is not yet in place. The contract for the EPC can be signed with this as a "Condition precedent". If the convention doesn't happen, the contract is not valid.
He did mention that he expected this to be signed in the near future. However I am sure there are a whole range of other issues that a deal of this size will have as "Conditions precedent"
