Well if that is the case Zubana then why does PEN management not feel it sufficient to inform their shareholders that either (a) We have discontinued the IDB application because we are confident of funding from private sources or (b) We have the IDB application under consideration but due to market conditions it may not be forth coming or (c) we are still waiting on the IDB application review process. I mean really the level of communication coming from PEN seems to be of the don't worry it's all under control we'll tell you what we feel like, when we feel like it attitude.
