    no justification or excuses - Range has a deal with Puntland not Somaliland. There are 2 area's in dispute and it looks like Somaliland is warning Range not to tread on those area's. Given thoses area's are not near Block 28/9 which appear to be the first targets for spudding or JV I can't see this as a big issue.
