In general, and not BND specific:

Nobody even tries to 'keep the bastards honest' these days. Probably because the number of sociopaths in positions of power has reached critical mass. In government, in 'regulation' and law enforcement, in directorships, in audit firms, in law firms.

I could point out the obvious manipulation of BND's share-price recently with numerous single share parcels dropped on to mark the price to the 'required' 10c. Illegal, many have complained to ASIC, nothing done as usual.

I could point to the recent deliberate algo tanking of BND from 10c to 9c for what purpose we might ask? To flush sellers for the shorts? This is illegal, yet tolerated by ASIC and the ASX, but I can guarantee you if I were to try it I would be jailed for price manipulation. But it all comes down to who you know and who you are. If you have the right connections, anything is possible as we have seen recently with Padbury. And if you get caught out, the lawyers will ensure you can simply walk away.

Which begs the question: Why would any director of any public company on the ASX tell retail shareholders the real story when it is so much easier to tell another?

The best method is to keep shining a light on the problem. It worked on Padbury and it can work elsewhere.
