    my understanding is that MBE no longer needs to sign up individual mobile operators in ech location.

    Syniverse has already established those relationships and will be the "gateway" to users all over the world. once MBE implements this system and satisfies the relevant risk criteria, the world suddenly opens up to MBE.

    A pity MBE did not spell this out.
