re: Ann: Crusader attracts IFC as a potential... Without looking up the details GZ, I assume the biggest cost would be the plant, as the grade is not particularly high.

As you say, there is also the highway issue, then power, water etc (although I agree some of those particulars are most def in a state of motion in regards to how much they may eventually cost). For example, if the powerlines can be used, instead of having to be torn down due to government bureaucracy.

Perhaps IFC has looked things over and found some other areas for improvement?
