    i think you're right, of all the demographics surely under 35's would yield the most genuine DSP's.

    Maybe under 35's are compulsory, the next bracket are on a volunteer basis. Those that haven't volunteered will be investigated individually.

    Makes sense.

    DSP has been abused by governments. And then the rolled gold version of NDIS in my opinion is setup to lines the pockets of the chosen few, as well as genuine people of need.
