I'd say if CETO 5 proves it can successfully provide a continuous energy flow at rated capacity, there will be plenty of smaller projects (eg small islands, remote locations etc) where energy and water is very expensive where a plant will be viable even if not currently viable for mainland.
That should provide plenty of media exposure and get the name and technology 'out there'.
Economies of scale should kick in then. I'm sure there are plenty of manufacturers out there who could make the units under licence.
I would also think that once the general public knows about the technology, a lot of pressure would come on governments to reconsider funding if it gets cut tonight.
CETO ticks all the boxes that solar and wind cannot for baseload.
By the time CETO 6 is operational, we could well have had a change of government anyway.
