when the bill is submitted to the upper house surely it would be looked at as pandering to the wealthy who can afford a surcharge rather than Murrey and Berel who are your normal middle class battlers who in their time of need find they are not only facing emotional stress from sickness but also an added financial burden with an MRI.
Be almost suicidal to have this pass IMHO, if you want a future vote from Berel.
