    The problem is that the States (Crown) owns the minerals , oil & gas within
    their territories so the only position the Commonwealth can take is to levy
    a super profits tax (MRTT)

    Offshore minerals, oil & gas are owned by the Commonwealth hence the
    PRRT which in effect is similar to State royalties on resources onshore.

    IMO, this Abbott Government will direct the States to increase royalties
    to service growing States' debt with the threat of witholding GST payments if
    the States do not get their acts together.

    It seems rather stupid to have different rates of State royalties from state
    to state.
