i dont know about soil samples timing.
as for planned when companies want to drill unless they own the rig themselves, experience will always tell you it is later than their schedule, it is up to the owners of the drill rig companies that dictate that and they always want them utilised on jobs which usually gives backlogs.
Like any resource project, companies timing of events is usually best case,doesn't mean they are sloppy, it just means you have to work with 3rd parties. Ever tried building a house?
