Yes by my understanding the chinese are aware of the lst agreement failure and are glad maybe now they have the chance in investing in the port and rail.

Now maybe if we look carefully or read behind the lines that the chinese were maybe sitting there and hoping the agreement failed.

I guess that will be to much for you to absorb simple way to explain maybe the chinese could have said if they dont do it we will be interested in looking at the project. Now that is just a scenario.......mmmmm
