How it works is they make application and then a decision is made if the costs are fair and reasonable. The likelihood of acceptance of costs could hinge on how it is couched. Send out a press release how everything is wonderful vs sending out a press release couching how the significant delay has now meant they may need to reassess, may impact decision/amount.
