I think there's a third option that's more likely Glenno: with Swensson AND Shanahan departing, the company doesn't have enough Directors.

Stafford has stepped in as an emergency Director before when the same thing happened to Oldfields and I suspect this is what has happened here. He's not a career Director, he's a lawyer and I reckon he's been sourced in order for Condor to meet regulatory requirements of having at least three Directors.
