You can see delay in nuclear start happens at all levels, even within the governing parties. NRA, local governments..... This is passive resistance.
NRA requests the nuclear plants to withstand an attack such as an passenger airplane hit. I think it is too much. At the end, the Japanese don't want any nuclear plant.
