Surely there will be "no-rate".

The announcement (assuming it simply says it is producing cathode) will provide no new information given they have already announcement to the market a few days ago that they will produce first cathode in May.

Given that timing should not have all that much risk around it (I assume you do not announce that something will happen within 2 weeks if you do not have great comfort over it)I cannot see the announcement de-risking the project all that much.

Don't get me wrong - I believe in the company and the value it holds. I just don't think there will be a silver bullet that will cause the share price to rocket(or at least this announcement isn't it).
