That is all well and good, but can some one comment on the $00.09 placement and this explanation by the company that they only wanted to raise $23[?} million as joint venture talks and equity percentage issues had arisen.

That sounds like advanced talks.

However in the previous IDC post where someone talked to the big cheese, the big cheese says "It was only yesterday he talked to one of the parties."

Now that sounds like talks are not happening at all.
