boatboy, given that Turnbull announced he was going to quit politics after losing the leadership by one vote then changed his mind I do think that he actually does want to lead and be PM.
The other indication is that Turnbull is worth some $180m so it's not as if he needs a job or the money, Turnbull would make a hell of lot more money in the private sector.
Turnbull mentioned on Q&A that he received thousands and thousands of letters from people suggesting he start his own party, I doubt few politician or people for that matter could make such a claim
