Big businesses don't usually use their own money when they buy or build things, they borrow the money simply because it is cheaper to do that, when things like taxation and interest is taken into account, because they can be written off with tax, if you use your own money you cant.
Any company worth it's salt would jump at a loan guarantee backed by the US government, simply because it is the cheapest interest they will get on a loan because it is government backed, why wouldn't they avail themselves of that if it were on offer, GE certainly don't need the money as you say, but good business sense would tell me they would if it were there.
I don't know if GE/GLE will get a loan guarantee or even ask for one, but I believe if the money is available they will take it.
