I doubt it's going to take that long. All signs point to an El Nino this year on a similar scale to 1998. If that comes about, we're going to be taking another step up the escalator in the next 12-24 months (and Australia is in for a fairly shitty time). Suspect we'll be firing up those desalination plants before too long.
