4 million for surprise mobilisation alone sounds a bit over the top to me. remember that surprise was the end well suspended in dec 2010 after mob to ooraminna, then move to johnston west then surprise. 4 mil for the total maybe. in fact probably, though i admit no hard info. but then the overall cost was also probably affected by later insurance recoveries. unless of course the 4 mil refers to the second mob to surprise as a one off in 2011-2012 in which case again it seems overly heavy even for this remoteish area. for what its worth, 2 mil i would accept as likely for a single well mob/demob.
