This whole thread is somewhat unfortunate. The MSB announcement that has stirred so much comment and rejoinder is most likely just the sort of announcement that accompanies the signing of an incentive agreement. I've been involved personally in quite a number of incentive arrangements, and the governmental entity extending the incentives invariably insists that some public announcement of the deal be made. They all want notches in their guns.
Sooo, it's a mistake to think that the announcement was designed to affect share price or even inform shareholders at all.
