Sounds like softening up to repeal the plain packaging laws to appease the tobacco companies. (I hope there is no cash for favours going on.)
Problem identified by The Australian, so an easy fix to the problem (assuming the article is telling us the truth), just make the cheaper cigarettes more expensive.
I'm always suspicious when a vested interest group is presenting an argument that would further their own agenda and business interests.
