At the end of the day, the funding arrangement for the project will not be finalized (the presentation highlights both the debt or equity ratio can vary up or down depending on circumstance) UNTIL the ultimate ownership structure of Mbalam-Nabeba is finalized.
Whoever owns the assets will be partially funding (could be the lion share) of the project.
I.E - Asset equity sale.
