The proposed mine is located in one the most hostile regions on the planet. No point mining if you can't get the ore out and that depends on how often the sea access is sufficiently ice free. The feasibility report was optimistic in the view of many investors and did not fully explore the risks. There is a risk that ore could not be exported for prolonged periods even in summer due to inclement weather and capital does not like risks.
