I doubt it's a TO offer, they would of mentioned it directly. Why use the word receipt when you could just say offer? It's not exactly something they can just discuss with the board either, Orbis and co would need to be consulted.
Novaquest pulling any additional funding, or demanding different structured financing terms has to be the most likely scenario.
