It is a different party and he's gone to talk to them about raising it. He's quoted in this article which answers your questions:
"The latest letter of intent for Antares’ assets in the Permian basin of West Texas came from a different party to that behind the earlier approach, Mr Cruikshank said, adding that he expected the $US300m price to be a starting point in negotiations between Antares and the group."
I suspect that he may also be testing to see if they would be happy to buy only Southern Star, and if so at what price, but that's just IMO
