    they cant make money from stage 4 because;

    i) WEG stopped paying their bills (opex and capex) and now we have to pay their half for them!
    ii) the former CEO locked the company into a terrible pre-sale agreement with rizhao (worked ok at $120/t, doesnt work at $90/t)

    and IMHO if the raise gets the minimum amount and they continue, WEG wont see a cent from PLV (regardless of amount raised)..
