Sprooker, in an interview with Simon Moores from Industrial Minerals (and who is quite a graphite guru), he makes the point that Tesla has announced it (only sourcing local stuff) for public consumption and marketing, but that they will have no choice but to go offshore to fulfill their targets. At full capacity, the sheer amount of raw materials (graphite in particular) that they will need is phenomenal, and it has to be quality, large flake. Simon's comment pretty outwardly states that once the marketing and planning has run it's course, they will end up having to source some from overseas. The other option is that they take other US/Canadian graphite earmarked for overseas. The net effect is the same for us, which is materially increased demand for graphite globally.
I couldn't find the link with that specific comment (that the announcement was likely for marketing purposes), but I did find this one which sums up the position anyway. The quantities mentioned are quite enormous.
