It's the same with the market.

For me (someone who will be in the stock for years to come), the quarterly was really good and made me tempted to buy more. For a day trader/short term perspective, (say up to 3-6 months), the news wasn't great at all, as chances are there will be no deal announcements within the next few months. For those people, they may have sold immediately or been knocked out with stop-losses.

It's of my opinion the market operates on a short term basis (as after all, it's the day/short-term traders that mainly move it).

So both positive and negative opinions are entirely valid, depending on your time-frame. I can't say the delays should have been a surprise (as mentioned previously), however, it did provide confirmation of those delays.
