Best to filter your Googling down to the last month if trying to second guess what may lie ahead . Just as an example, there were about 5 different versions of the original EO79 leaked prior to the sign-off.

At this stage, I wouldn't commit in comment here one way or another as to whether the new measures will apply to existing operators or not. My gut tells me to be prepared for it, but you get used to being called out by the unpredictable.
