Assuming he was sober and licensed, adrenalin and shock may have set in with the driver. Wasn't he a local? - he would know the roads....looks like he was speeding to me. To slaughter so many people though and run could be construedas a fight or flee mechanism - at least that is what his defence counsel will argue as a hit and run has severe legal consequences, even of the kids were on the road.
