Your knowledge of recent history is abysmal. Any first grade child would know that the Howard/Costello Government took over a Federal Government billions of dollars in debt.And that was BEFORE the advent of the Resources boom, the SE Asian Economic Crisis, the 9/11disaster, the East Timor Intervention, the Bali Bombing, the Ansett debacle etc. etc. I know, because I was forced to pay for Keating's fiscal profligacy, through a surcharge imposed on my remuneration, for a number of years.
