Exim would be facing some serious losses if the transaction fell over at this stage - to find a buyer for an incomplete satellite would be at best a very protracted process, with numerous legal issues to be sorted, build and sales contracts to be re-negotiated. You can almost guarantee that any potential buyers would be seeking a significant discount to takeover what would be a corpse.
