I have a hunch that the ML wont be issued until the new earthmoving plant arrives onsite. I will go as far as to say that Endiama and/or the Angolians(real word) stipulated that Lucapa had to demonstrate that they had the capability to mine the Alluvials without neglecting their exploration for the "Mother of all Kimberlites".
Afterall, an ecomomic pipe is the main prize not just for Lucapa but for all parties involved.
I think it would be fair to say that once a ML is issued that the Alluvials would become the main focus (for Lucapa), at least in the short term because that is where we all see where we can make almost immediate income as a producer. I could be miles off with this thinking but if we get news of the plant delivery, it may be a signal to buy a few more!!
