Anyway, as you mentioned, we knew about it weeks ago that there would be a blanket put over the releasing of information if one of the signatories did not want information released. Australia being one of them.
Ukraine, Nederlands and I think Brussels were the others.

My money is on Ukraine that blocked it.
Very strange that Australia and the Nederlands would have even considered signing a pact such as this with the most amount of lives lost and not even include Malaysia considering it was their aircraft.
